What a great idea! Think of the song that goes, “Dance with me, I want to be your partner” then substitute “fight” for “dance.” Or go back a little further in history. After WWI, Congress (yeah, that Congress) created the Department of Peace. What happened? Today we might call that an “unfunded mandate.” Maybe the Great Depression? Perhaps it was determined that “war” is more cost effective than “peace.” Wanna dance?
